In a way dogs can 'talk' to each other. Barking, growling etc is all a way of communication, just like we humans talk. It is a way of showing what the dog wants or does not want and also shows what mood the dog is in.

Dogs can communicate with other dogs with body language and other forms of commonication that is not strait up talking but dogs can not talk with humans like we do and they will not understand you but you can learn to read your dogs body language. (dog do not talk though bark they can only show that they are aggressive at that moment)

Why cant dogs or any animal for that matter talk?
