I am not sure about cold weather, but I do know that the effectiveness of any of that type of poison is inhibited by heat . My understanding is that the tiny openings on the plant's leaves called stomatas close in heat to prevent excess loss of water/gases. Then, the poison itself cannot be absorbed into the plant's system. Also,plants slow down or stop photosynthesis in heat, so do not grow rapidly which is necessary for effective uptake.
The plant needs to be growing for the roundup to work [6degrees + ]
Most herbicides are effective when the ambient temperature is above 65f. Ground soil temperature is also a consideration, as most plants shift their focus to root growth versus foliage growth during the colder climate months. Ground soil temperatures below 55f induce a sort of suspended animation for perennial plants, rendering herbicides ineffective during this period.
