I am not sure about cold weather, but I do know that the effectiveness of any of that type of poison is inhibited by heat . My understanding is that the tiny openings on the plant's leaves called stomatas close in heat to prevent excess loss of water/gases. Then, the poison itself cannot be absorbed into the plant's system. Also,plants slow down or stop photosynthesis in heat, so do not grow rapidly which is necessary for effective uptake.
