The only "human milk" there is, is breast milk. And no, you cannot feed this to birds. If you meant cows or goats milk, everyday dairy products, the answer is also no. Milk is very bad for birds, it is fatty (bear in mind they are smaller than humans) and it can cause digestive complications for them.

Humans are the only animals with a pharynx, which is used to make the complex sounds necessary for speech. Other mammals are physically incapable of making speech noises. Of couse, some birds can imitate human speech, but can only repeat one or two simple words, with no context or reason except that they have been taught that a certain sound makes humans happy, but this is not 'talking'. So, first of all we can be certain that mammals never talked in biblical times, second if birds did talk it was without any meaning.
