Nothing living should ever be put in a 'Bowl'. Goldfish are Coldwater fish and should be kept below 70F. Tetras are all Tropical fish and should be kept above 75F. The basic rules for successfull fish keeping are. :- 1 inch of fish needs a minimum of 1 gallon of water. :- Every tank needs a permananently running cycled filter. :- Every tank needs at least 50% of its water replaced every week. Keep your water at the right temperature and follow the above rules and your fish stand a reasonable chance of survival. Fail in any of them and I can guarantee that your fish will have constant health problems.

Yes you can, bloodfin tetras are renowned for their hardiness and will tolerate lower temperatures as long as it doesn't go below room temperature. The biggest problem you will face is that the goldfish might gobble up the tetras, not because they are nasty or aggressive but because they are dozy and will eat anything they can fit into their mouths. you will need a well filtered tank though and a heater if you can't maintain a room temperature in the tank without one. Your blood fin tetra will need to live in a shoal of at least 6 to be happy.
