Yes they can, but keep in mind you'll have to find a way to get the boots over all the feathering on their legs. If you are not showing the horse and don't mind the shaved look, you can shave the hair off. Otherwise you might have to either forgo the boots or find another way to put them on.
they can but i found with my vanner that its better to trim the fetlocks before applying the boots. you see boots are intended to support the leg and therefore must fit the leg, if thick fetlocks get in the way then it may not provide complete support and/or may rub your horses fetlocks :)
