Someone hooked up the hot water supply to the toilet instead of the cold water supply- or your water heater is back drawing hot water through to the toilet from a cold water inlet (supply)
Yes, an expansion tank can be hooked up to a hot water line. This is commonly done in the case of hot water home heating systems.
There has to be a tank pan under the hot water tank with a drain hooked up to the pan. If the tank leaks, it will go into the pan which will flow into the pipe that you have to have hooked up to the sewage system.

The supply hoses are hooked up wrong. Hot is on the cold and since it rinses in cold, that means the last water in the tub is hot. Set the tempratue control to cold and start the washer. I bet the water is hot. Move it to hot and it will be cold. Just switch the hoses.
