Yes with Parental consent and the parent needs to be present during the piercing, this is a requirement of most North American body piercing studios.
If it's possible to get one when you're 14, I can't think of any reason why you couldn't get one at 13. However, parental consent would definitely be needed.

Exact words from the official sc law site on body piercing. So yes you can get a piercing with your parent's consent.
