You shouldn't; fabric softener will gum up the bleach dispenser. Also, bleach is added near the beginning of the wash cycle, while fabric softener is added to the rinse water, not the wash water.

Soda fountain dispenser heads can be removed and soaked in soapy water. I recommend soaking for a couple of hours to remove the sticky residue. Rinse well and reinsert. Do NOT use bleach as it breaks down the plastic and you will be replacing parts quite often.
Outdoor bleach can be substituted for indoor bleach if necessary, but use one part bleach to 5 parts water. Outdoor bleach is more like a gel than liquid household bleach. The washing machine works by filling with water and rotating. The operator has to put in soap, bleach and softener. The washer agitates, then spins, then fills with water, then rinses by agitating, then drains again by spinning.
Yes it sure will. If you leave it with no salt for a week or two, mold will grow on top of the water. When this happens you will have to go through a plenty big job just to bleach it all out without affecting the rest of the fresh water system.

EDIT BELOW Answer: Lysol Concentrate and Lysol IC do NOT contain bleach. MSDS sheets say never mix Bleach and Lysol Concentrate or Lysol IC! Products with bleach that are labeled "Lysol brand" do not contain Lysol per se., they are another composition with the bleach. Due to lysol's bleach base (WRONG, see above), mixing it with ammonia results in a toxic substance that is lethal upon inhalation. I would advise against mixing the two.
