Ice has no effect on lightening your skin permanently. If you put ice on an area it may temporarily turn a lighter color due to decreased blood flow. It will quickly return to normal color when the ice is removed.

∙ 13y agoIn fact using cold water does make your skin lighter, it basically takes off all of the dirt off one layer which creates the skin to become lighter.
