Is a landlord responsible to pay a tenants very late gas bill in Iowa?

Normally not: every bill in the tenant's name is that tenant's responsibility, not of the landlord.

Can a landlord send you a bill after you move out?

Yes. I landlord can send you a bill after you move out. If you paid a security deposit when you moved in those funds are put towards and damages that were not "normal wear and tear". If the security deposit did not cover the damages then the landlord can send you a bill for the difference. There is a loophole here that some landlords forget about. Within 30 days of moving out if your landlord is keeping your security deposit and sending you a bill he needs to send you a letter detailing the damages and the cost for repairs. The 30 days is the limit. If it was sent on day 31 then the landlord is out of luck.

Can my landlord bill me beyond my security deposit when I move?

Can Edison deny you service because landlord owes then for unpaid bill?

Is Edison the Electric Company? If so then no, you can't be denied electric service simply because the landlord, or anyone else who lived there before you, owes the electric company money.

If the landlord owns washing machines and charges tenants for use can he also charge for the water used?

Normally, the landlord does not charge for water. In most states it is illegal for landlords to charge their tenants separate utilities. However, the landlord can have utilities in its own name, the bills of which can be passed over to the tenant for payment. Also the tenant is not allowed to charge for water and sewer to tenant of multi family attached units (such as apartments).

Can landlord use security deposit for last month of unpaid rent. then bill tenant for repair and cleaning?

It depends on the specific terms outlined in the lease agreement between the landlord and tenant. Generally, security deposits are meant to cover any unpaid rent or damages to the property beyond normal wear and tear. If the lease allows it, the landlord can use the security deposit for unpaid rent and then bill the tenant for repair and cleaning expenses. However, the landlord should provide an itemized list of deductions and any remaining refund should be returned to the tenant within the timeframe required by law.

I recently found out that by law New York City landlords have to pay heat and hot water for every apartment do they always follow this?

(2009) In NYC, all landlords must provide hot water. In NYC, for buildings in which the landlord must provide heat, if the landlord refuses to provide adequate heat then the tenants must make a complaint to 311 and ultimately to HPD. If the landlord refuses to provide heat the landlord will be forced to do so by HPD if an inspection reveals that the landlord is not complying with the law. This requires much persistence from complaining tenants. HPD can force the landlord's hand by sending in their own plumbers to install a working boiler and to purchase oil for it if the landlrod refuses to comply - then they bill the landlord. If the landlord refuses to pay they can put a lien on the property. In NYC, there are residential buildings in which, tenants have an agreement with the landlord to pay for their own heat. In such case, if the apartment is rent-regulaed under the law then, such tenants receive a discount on their rent. (If the apartment is not rent-regulated, the sky is the limit on rent.) Anyway, landlords do not always comply with the law and many of them deny essential services to tenants. And hence, we have the constant battle between landlords and tenants in NYC. In fact, there are more cases heard in NYC housing court every year than there are criminal cases heard in federal court throughout the entire US every year.

What if your heating bill is connected to your rent and landlord didn't pay the gas bill?

You need to communicate with the landlord to straighten out the situation as quickly and painlessly as possible. You may pay the gas bill and deduct that amount from your next month's rent. However, a landlord that doesn't pay such an important bill shouldn't have tenants. I know it's expensive, but moving sounds like a good idea. ------------------------------------------------- If your lease says that the gas is paid as part of your rent then the contract for gas to the property would be in your landlord's name and your landlord is responsible for it. If in these circumstances he is not paying the gas bill, then you need to go and see an attorney (lawyer / solicitor) for advice. If however the gas contract is in your name, then you are responsible for the payments despite what you may think your tenancy agreement says.

What is the average electric bill for 2 bedroom apartment in Cincinnati?

You could call the electric company and ask them what the average is for the property you are looking at. Some electric companies will not give out this information because they do not want to get in trouble with the landlord, but it can't hurt to ask.

How long does a landlord have to fix a leak when a tenants water bill is extremely high?

A landlord has to do this as soon as possible. If your water bill is extremely high you have the right to have a plumber determine the problem and fix it, then offset the rent by the amount of the plumber fee. However, you must give at least seven days of notice before the next rent is due. You have the right to move under constructive eviction rules.
