Can merchants charge a fee for using a debit card in Vancouver BC?

As I understand, their must be a prompt at the begining of the transaction on the interac machine for you to accept the additional charge. A vendor cannot simply add the user fee to the total of the transaction amount.

No. When I operated a business from 2009-2011 in Ontario my debit machine regulations stated very clearly that I was not permitted to surcharge the customer with any minimum transaction or transaction fee.
