If you just got a new hamster it is hard to get it to run on its wheel. What I did was pick it up, put it on its wheel and gently turn it slowly so that they know what it is there for. Your hamster will only run on the wheel once it is comfortable with its environment. You can also buy a hamster ball and let it run around a room in it.
Yes. Some mice may not use the wheel but all the toys are exceptable for mice.

No. Guinea pigs can not run in a hamster wheel or ball. They will most likely just sit there confused. Unlike hamsters, Guinea's back bone aren't all that flexible, so it shouldn't be put under the pressure to bend, therefore it would be a good idea not to let them in a Hamster ball or a hamster wheel, because it could cause spine problems. No if he/she is new it may take a while, if you have had the hamster for a while and it still won`t get a hamster ball so he/she can run around the house and learn how to roll,then he/she might use the wheel.

Because hamsters are very fat and clumsy, and mice are quick and not (very) fat, I think a mouse would be faster.
