Not really. I know it's not your question, but if you want to kill them, a bucket of water will do. They won't be able to climb up the edges and will eventually drown. Many mousetraps use food dangling over a bucket of water to kill mice.
The ratman is in the sewer. To find him, you have to go to the public toilets and jump down the hole. Turn the red lever in the middle of the wall, then again. While the water is going back up, swim right across to the left and climb up the step. Enter through the door and you will find Ratman!
