Yes they can. It is a very common way of exchanging data from different kinds of applications. The delimiters, such as a comma, act as a way of telling the database which items go into fields and they tell spreadsheets which items go into cells. So a piece could be in a text file and up to the first comma it will go into the first field or cell. Between the first and second comma will go into the second field or cell. A new line in the text file will start a new record in a database or a new row in a spreadsheet.
