move the steering wheel from side to side, the column lock is stuck.
Grab the key you inserted and turned to start it and rotate it back toward you, the engine will stop.
Try this, turn key on ( not start ) press gas pedal down three times ( not too fast ) and turn off key. Start motor and the light should be off.

If its anything like my 2000 Wrangler, there's a switch on the floor just in front of the shifter. You just insert your ignition key into it and turn toward "off". Your best bet would be to check your manual though.
If 4wd, then yes. Just put the trans in park and the transfer case in neutral. Make sure to turn the key one spot forward so the steering can turn.
