If they are the opposite sex, then they are not homosexual. I assume you meant to ask Can people be attracted to the same sex and not be homosexual. If that's the question, then Yes, of course you can be attracted to someone of the same sex without SEX coming into the picture. We like who we like for a lot of reasons. Many times it is hard to define why and that's really not important.
