Sheriff, derived from Shire-Reeve- a county law enforcement post- is an elected office in many US localities and they have even used slogans such as ( Keep a Cop in a Cop"s Job) There is some merit in the idea of an overall police commissioner being a civil )(non-uniformed cop type) Official having oversight over the Bluecoats but not being himself a regular or ex-cop. the idea has been thought to be very non-partisan and possibly useful in curbing police abuses as have made the newspapers of recent times. (The Sean Bell case, for example). In objective theory, it seems to make sense. certainly Sheriff is an elective office .
