Positive camber can cause all sorts of issues but not a tight steering wheel.
The adjustment is on top of the steering box. Loosen the locking nut then tighten the bolt lightly. Over tightening will cause the box to be too tight.
Steering will be very tight if any part of the power steering system has failed. It requires a great deal of force to turn the wheels of a car without its assistance.
If you are looking straight at the front of your car, camber is the adjustment that swings the bottom of your tire either out, (away) from your car, or in (under your car). hopefully you can see how this would change the feel of turning.
If your steering wheel is hard to turn, and you have checked to see that the belt is tight, and that you have steering fluid, the problem could be your pump. It might also be the compressor.

No the pull chord will not cause the pull cord to be tight. The coil on the lawn mower will cause the compression to be tight.
Worn steering rack? Bad power steering pump? Low P.S. fluid? Worn steering components? Low tire pressure?
Tight-lipped can be positive or negative. It means the person keeps what they know to themselves, which is often good, but can be bad.
make sure you have power steering fluid and if it is a older car with a v-belt make sure it's tight.
Check the power steering pump for fluid as well as make sure that the pump is working and the belt it tight. If the pump is not working then the steering will be hard to turn.
