Steering will be very tight if any part of the Power Steering system has failed. It requires a great deal of force to turn the wheels of a car without its assistance.
Positive camber can cause all sorts of issues but not a tight steering wheel.

The Power Steering unit is located under the alt. Make sure the engine is cold. Very tight area. I connected a rubber hose to the bottom of my funnel.

The power steering reservoir is located on the passenger side rear of the Engine compartment underneath and behind the alternator. . It is a very tight fit.

remove the lower steering column universal joint and check it for stiffness. if it doesnt twist easily on either of its axis, replace it. these cars have this problem often.
make sure you have power steering fluid and if it is a older car with a v-belt make sure it's tight.
Check the power steering pump for fluid as well as make sure that the pump is working and the belt it tight. If the pump is not working then the steering will be hard to turn.
