In most coastal states the public owns the beach from the water's edge to the high-tide mark. That would allow the public to walk along the water's edge. However, in most cases access to the water is across someone's private land or town land that is reserved for use by residents only.
People who own ocean front properties may own the beaches in front of their property although as stated above the public can walk along the water's edge if they have access from a public beach, for example.
