Yes, sometimes. Reptiles in general are not cuddly like cats and dogs are. Turtles especially do not seem to like being held, and will sometimes bite your fingers to get you to drop them. My turtle tries especially hard to bite me whenever I wipe the gunk off her shell, and then rub shell-cream into it.
If its wild I would go to a doctor and if it is a pet turtle that bit you don't worry about it it was probibly angry or scared or if you were holding it ya might have been handling it a bit to rough.
