Yes, any contributor can recommend that a question be merged into the Catch-All system.
Contact a Supervisor or Community Assistant and they can do it straight away. The system is now changed and most of the questions are constructed differently. Should you find a "bad" question, either contact a Supervisor or file an abuse report.
The abuse report will alert one of the staff that there is something wrong with the question so that they can dispose of it properly. At the top right side of the screen, you will find a link to "report abuse." This will send a report which is read and the question and/or answer either fixed or discarded. We appreciate your help in finding these bad questions!
Questions on WikiAnswers can not be deleted by regular contributors. Supervisors can trash questions into a catchall category, but only advanced supervisors can permanently delete questions off the site.
The categories that are open only for supervisors are the catch-all categories. Note: 'Catch-all Questions' the category, not the catch-all categories (e.x. 'Adds No Value') is able to be viewed by regular contributors and regular contributors have the ability to add questions there.
The people who answer questions on this site may be of any age. They may be teens or old people (more than 60). Answers can be given by both regular contributors and anonymous users. There is no age limit for answering questions.

You have to be a supervisor to join the Vandal Patrol because regular contributors cannot warn or expunge vandals - they can only report them. Since regular contributors do not have the power to warn a user for inappropriate behavior on WikiAnswers, only Supervisors can join the Vandal Patrol.
Regular contributors cannot disable a block on a user. Only Supervisors can disable a block on a user.
