Anyone (including you) can answer (or edit) questions. This is a "wiki" site that is open to everyone. There are also experts and supervisors in each category who provide as many detailed answers as they can and also supervise the other answers for quality.
They don't. Sometimes supervisors may accidentally do that, but they will always fix it later.When supervisors combine questions into another question, that is called "merging." The answers provided on the website are generated by individuals on the site. Although the site is monitored by supervisors and others, both good answers, bad answers, and nonsense answers can be entered. Over time, the nonsense and bad answers are weeded out by the supervisors and others. The inconsistency simply comes from the extremely high volume of questions and answers that arrive on the site everyday.

Yes. Supervisors can ban anyone who vandalizes questions or answers, uses profanity, makes racist postings, does cyber bullying, posts nonsense questions or answers, etc.
WikiAnswers is monitored every day by supervisors, who try to get rid of stupid "answers." But there are many more questions each day than there are supervisors, who also have other things they have to do on the site. So we don't always find every instance of "answers" that should be removed.
There are many reasons:Many of the questions are poorly asked and it is hard for answerers to understand them.Vandals insert bad answers to show their "humour." Supervisors then have to revert these answers and sometimes ban them.Many questions are answered with best guess answers by well-meaning but under-informed contributors. These may be corrected or removed by supervisors or the "Wiki" process.
Anyone can answer a question in WikiAnswers (that's why it's a 'wiki'). As for people who post rude or insulting answers, we try to find these and remove them. You can help the supervisors by flagging answers that were obviously written to offend.
Only Supervisors have the ability to merge questions. Non-supervisors who reword questions may trigger a merge that will be sent to a Community Assistant for review. If the two questions should be merged, the CA will merge them.
Cheating doesn't pay. The answers on WikiAnswers website are given by visitors to the site. Some of them give accurate answers, some do not. Supervisors on the site try to remove as many inaccurate answers as we can, but we cannot get to them all. There are thousands of questions and answers on the site.
