Can regular water grow plants?

Yes regular water can be used for your gardens. However if you are in a State that gets lots of rain back off of the watering. If it's very dry during summer months then the best time to water your plants (with a hose) is during the early part of the evening when the sun is off the plants. This prevents spotting of the leaves on bushes or plants of any nature.
