Their job is to help students not just with emotional and mental issues, but to guide them in subjects and class selections, etc. they arent as qualified as, say, a shrink, but i do believe they have some sort of degree in helping those with emotional distress. So if you'd like to, you can call a guidance counselor a psychologist, but dont forget they're just as obligated as any other adult to inform parents are police if you're doing something illegal or dangerous, like suicide.
