No, a seed submerged in water can not grow. "And the reason why?" you may ask, is because a seed (like all plants) needs oxygen to grow and sprout. If the seed is in water its not getting the oxygen it needs. You can put seeds on a moist paper towel (wet), and then they'll sprout. Good Luck!
