temperature isn't a factor when it comes to rain. If the atmosphere is too cold though, the rain could turn into sleet/hail/snow
Snow is made by rain in clouds falling and freezing in the air into little flakes and this is snow. But it has to be about 32 degrees outside for snow to form. you can also make snow by boiling a glass of water in the microave and trowing it up outside but it has to be 10 F or lower out side.

No I dont think so. Because if its cold enough to snow, the coldness would just freeze the rain and snow, making it into ice. So Im pretty sure it all that would turn into ice.
