Yes under some conditions. I don't think you are required to lock up a car on a driver's test. Next if the mirrors are already set for you, then there would be no reason to use power to further adjust them. If the person giving you the test said adjust your mirrors, just look in the mirrors and say the mirrors are fine and go on to the next thing.
