It really depends on what the discoloration is. Since the inside of most stainless steel pans is plenty scratched already, you can safely use a green Scotch-Brite pad to polish the inside of the pan. For burnt on food, simply heat a mixture of water, automatic dishwasher detergent (powdered) and vinegar. After a half hour or so, the burnt on food will simply flake off. Stainless steel baking pans can indeed be safely washed in a dishwasher, however a lot of people prefer to wash these by hand because sometimes either the water used locally is hard water or many people just prefer handling the dishwashing of the pans manually. There is nothing wrong with using the dishwasher, it is simply personal preference.
I have fixed a couple over time and what I do is fill it with water and detergent empty it out Then do it again, then Weld it.
