The simple answer is no. The Junior Reserve Officers Training Corps Program is not in any way a recruiting program for the United States Military, it's sole purpose is to "Motivate Young People to Become Better Citizens" through military discipline and curriculum.
Once you turn 18, you don't need parental consent to enlist. Whether you were in JROTC or not, or whether you had permission to be in JROTC or not, really becomes irrelevant at that point.
