Yes as long as you can reach the brake bleeder valves; this is not always possible, more so when a vehicle has aftermarket rims or different tire sizes.
Please Note: Brake fluid is very corrosive to painted surfaces, if the vehicle has painted rims the fluid will 'strip' the paint if it comes into contact with it.
The brakes can be bled like any other vehicle, with the bleeder valves at the wheels. There is no need for a scan tool.
ABS brakes are not spongy. If you have spongy brakes the reason is that there is air in the system. You need to have your brakes bled.

If there is cause to believe that there is air in the master cylinder then it should be bled first. Then the individual wheels should be bled as follows: Right rear then left front. Left rear then right front. This per the factory service manual.

Ii might be the way the brakes was bled. The brakes has to be bled with the car running and in this order: right rear, left front, left rear, right front. The computer wont recognize any other way.
If your brakes are new and the system has been bled, your next step is to see if you have a leak in any of your brake lines and also check your brake master cylinder to see if it's working or not.
