A: Its purpose is to correct the power factor of the line.
The purpose is twofold. First it is a transformer which steps up the voltage to an amount that will operate the lamp. Secondly it acts as a resistance for the lamp. Without it the flourescent lamp would keep increasing current flow until it would completely burn itself out.
In case of a lossy capacitor, its series equivalent resistance will be large.
Your question is unclear; why do you think that there is a disadvantage in having a series capacitor? And what sort of circuit are you referring to?
