I suppose Congress could pass some kind of act or resolution that says "We're tired of being independent. Could we pretty please be British subjects again?" But I don't see that happening anytime soon.
The DoI is pretty much a basis and guideline for Americans, much like the Constitution, but it was written not for this purpose. It was written so we would have a valid and solid reason for "dissolving the political bands" between Britain and the Colonies. It can't be changed like the Constitution, because it was really, in all its glory, a letter! ;D
However, I will say this........ It changed the world a lot. Dozens of countries made Declarations based on it.
So the good, solid answer to the question is,
No.

Thomas Jefferson changed America by writing the declaration of independence
the Declaration of Independence.
The ideas embodied in the 1776 Declaration of Independence have not been changed. What has been changed are societies and governments seeking to create better societies. One of the beliefs of American abolitionists was that the American Declaration clearly, in their minds, showed Americans that slavery ran counter to the words of the declaration.
