Yes you can reposition the Google Desktop Sidebar anywhere on the screen. In fact, when you have it against a side of the screen you can also enable the auto-hide feature. Doing so will "hide" the bar off screen until you mouse over the area. This is used commonly to keep your desktop uncluttered until you require the use of it.
