Well water never lies where its leaking and if you see water dripping then you have follow the path of where the water is coming from like (example) if you have a basement and water is dripping from a riser pipe going up stairs then you know its location and most often the leak is in a wall upstairs or can be a angle stop to a toilet or lav and running back into the wall and down so the only way to find the leak is to follow the drippings path. Another way is if you absolutely don't want to cut a bunch of holes in the wall or move what ever is in the way, is to test the pipes with air and most of the time you can hear the air leaking out because air flows much faster threw leak holes then water.

Firstly a water heater is a concealed unit and all joints are meant to be leak proof. Sounds like there is a leak somewhere in the water heater. Get a plumber to investigate and fix where necessary.
