Removing a standard steering wheel from a Chevy Cavalier requires taking off the lower steering column and horn button. The steering wheel is held on by mounting screws, after removed be sure to unplug the horn wire.

Yes. Just take the U clamp off the bottom of the steering column and it will drop down so you don't need to take off the steering wheel.

the timing belt is not the same as the serpentine belt.the serpentine belt goes around your water pump pulley and the power steering pump,air condition compressor pulley and the alternator pulley.the timing belt goes around the camshaft and the crankshaft.it is not visable without taking the timing belt cover off.
Yes, on a 3.3 or 3.8 the serpentine belt pulley does come off the tensioner arm but the bolt is left thread not right handed.
If there is an access panel, yes. Otherwise the tank will have to be removed.
Bring it to the garage. it is a pain. you have to remove the power steering pump
Under the steering wheel, look down under the plastic cover under the steering wheel. you would be able to see/feel the OBD port without taking any panels away.
If the steering column is broken on a 1989 Firebird, it may have to be taken apart to be repaired. If it is only the ignition that the thieves damaged, a new ignition can be installed.
Engine does not have to be removed.
