No, she can't. The line of succession, and the way to determine who is on it, has been established by law. Elizabeth can't arbitrarily change that. I suppose that she could petition Parliament to change the succession, but this would be an outrageous thing for her to do. Even with a compelling reason to do this, it would be a very serious matter, and she has no reason at all.

And, of course, Elizabeth II is not and never has been, The Queen of England.

No. Prince Phillip is a (British*) royal due to his marraige to Queen Elizabeth, and therefore holds the title of Prince Consort. However he is in no way part of the line of succession, he holds none of the powers his wife does, nor could he ever hold the title of a King.

(*He was born a part of a Danish-Greek royal family)
