The F/A-22 Raptor, a fighter/attack plane can go about 2 and half times the speed of sound. It is faster than the F-117 Nighthawk stealth attack plane, and the B-2 Spirit Stealth bomber, and the F/A-35 Lighting 2, a multi-mission attack/fighter plane.

Actually, they are really quite different, but both aircraft are seeking to gain advantage by making themselves harder to spot on radar. The Stealth fighter takes this to the limit of current technology, but the Eurofighter (Typhoon in RAF service) seeks to be highly manoeuverable too, and does not have the same dependence on 'stealth' technology.
First, you would have to tell us which plane you mean. A very small light airplane would be a few thousand dollars, a stealth fighter several millions of dollars, and a carpenter's wood plane about $15.

A stealth plane would be illegal without orders from authority and if you were to construct a stealth plane, it would depend what equipment you are storing (bombs and etc).
