No. Insulin converts glucose into glycogen for storage in the body. Glucagon converts glycogen into glucose.

(it's the various cells in the body that do the conversion in either case, insulin and glucagon are hormones that induce the shift in the metabolism.)

Glucagon,which is secreted by the pancreas gland in humans is responsible for converting glycogen to glucose.
there are 2 hormones that could convert glycogen to glucose. Glucagon and epinephrine. Glucagon promotes glycogen degradation. Epinephrine promotes glycogen degradation and inhibits glucogen synthesis.

Sympathetic nerve stimulation activates alpha adrenergic receptors to produce what is probably a cyclic AMP independent, Ca++ dependent activation of glycogen phosphorylase. Evidence suggests that phosphorylase 'a' is activated by inhibition of phosphorylase phosphatase and perhaps by activation of phosphorylase kinase. in fight and flight sympathetic stimulate glocagone hormone and inhibit insulin then cause to release glucose in blood by break glycogen.
