No. The horn and the turn signals are on completely different fuses and wiring. I don't know why you thought that the horn could be made to stay on by the turn signal, but that's your answer.

The turn signal switch and it's plastic housing could pinch the horn wire against the steering column and cause the horn to sound. You would probably hear a change when you wiggle or click the turn signal switch.
This can happen because many horn relays are activated by grounding the wire inside the steering column, so if the insulation is damaged it can easily be made to sound.

The turn signal switch has a cancel tab molded on it, when this tab is broken off the switch stops canceling the signal. To repair it it will require the turn signal switch be replaced.

Headlight power is not controlled by the ignition switch or keys. Damage to the turn signal lever could cause the 'flash to pass' circuit to stay on. Damage to the light switch could also cause the lights to stay on.
I suspect that your turn signal switch has a problem inside it. Would have to remove the plastic covers on the steering column and unplug the turn signal switch as a quick diagnos. If your emergency flasher switch is part of the multlifunction switch, then power could be feeding across circuits. the emergency flasher switch has constant battery power.

Your switch on your sterring wheel colum is bad. Replace.
Check your turn signal stalk switch. In some cars, German ones in particular, this is an intentional safety feature. If the turn signal is not centered the parking lights stay on so it is more easily seen at night if the car is parked on the side of a narrow street.
You might have a bulb that is burnt out which will cause your signal light or even tail light to stay on
Question needs more information such as, does lights stay on on one side, or both, front and rear, does it flash, does it stay on even when you don't single.
