Can the very top of the main vent stack be pitched on a 45 degree angle on the roof so as to prevent water and critters to fall down there or could it be possibly be capped with a top-hat.?

This is possible, but not practical and not needed. More joints equal more problems, because it will be exposed to all the weather elements, the life of the pipe and fittings are reduced, and you dont want bends at the top because eventually, the bend may very well break and when this happens, you dont want the smell drifting around your property. Best solution to the answer, keep the pipe straight and in an upward direction and install a two way vent valve cap. This not only allows the sewer pipe to breath (vent) properly because it keeps the atmospheric pressure inside the sewer line stable of where you live, but also keeps water and critters out as it is a concealed unit.
