Fuel, Temp, and Speedometer
OEM gauges on a 1991 Honda Civic are approximately 3 inches in diameter. There is both a USDM version of the gauges as well as a JDM version.
There is no fuse just for the speedometer. If the speedometer is not working, you may have a problem in the dash gauges cluster, or a vehicle speed sensor problem.

There is no speedometer cable anymore, it's all electronic.
Do you have check engine light? If not you have an electrical problem within the speedometer assembly.
The instrument cluster is what houses the speedometer, and the gauges.
It gauges the revs of the crankshaft (thats the rpm you see on your speedometer)
There are certain car gauges which are mandatory to have in a dashboard. These gauges are the speedometer, the temperature gauge, the fuel gauge, the tachometer, oil pressure gauge, charging system gauge, and odometer.
The power or ground connections to the instrument cluster could be bad. Check the fuses, then the wiring to the dash to find a common problem for the heat, gauges and speedometer.
