You can do this as long as the old phone works with the tMobile network (or is unlocked to work on both AT&T and tMobile). But you need to call tMobile to have them active the new SIM chip. Basically, they need to connect your daughter as a customer to the new SIM. You should be able to take your old phone into any tMobile store and they should do this for you. Cannot say if they will charge you a small activation fee but it should not require another 2 year contract. They may try to push a new phone on you for free or small price so they can lock you into a new 2 year plan.

You can buy just about any cell phone without a plan. When you buy a phone from a sales rep they do not make a commission unless they sell you a plan. That being the case they will be less likely to want to take the time to do the paperwork for free, however if you are persistent you can pay $150 to $600 for a phone without a contract. That being said do the math. If you get a plan and discount on the phone there is a charge if you cancel your plan within 6 months and then another if you cancel within 2 years (prorated). If you are buying a low end phone it may be worth it to you to purchase it outright. If you are buying a high end phone it may be worth it to get the plan and discount as it may actually be less money to cancel the plane later and pay the contract fee then buy it outright.
