If they are sisters, from the same litter and have been together since birth, then you shouldn't have any problems. Make sure the cage is big enough for two to run around and have their "own space".

You don't need two dwarf hamsters for one to thrive, since hamsters are quite solitary and territorial. (They generally attack a partner if they have to live together). However mathematically owning two increases the probability of one thriving (because there's two of them, so if one dies early you still have another chance).
