Yes, in most areas, but BE SURE to stay on the line and give them your location, because they CANNOT automatically determine it like they can with a wired phone. They can usually get your general area by triangulating the cell tower signals, but that takes a few minutes, and then a few minutes more to find you within that area, and a few minutes can be the difference between life and death.

∙ 11y agoWithin the US and Canada, you can call 911 on any cellphone, anywhere that there is cellular service, even if your phone has been deactivated for non-payment, and even if your carrier has no roaming agreement with the carrier whose network you end up using. By law, the cellular carrier must connect a 911 call if it is physically possible to do so.

I guess you mean 911, 112 or the equivalent, which you can dial on any cellphone, whether it is locked or unlocked; it need not even have a sim-card in it. If you dial 911 without it is a real emergency, you could get in trouble, whether the phone is locked or not. I guess it depend on the nature of your "emergency", if you are (pre-)teen, and just want dad to pick you up in the middle of the night in a forest, it might be OK. If you keep doing it to save tp pay for your mobile calls, it might not be looked gently upon :-)
