I guess you mean 911, 112 or the equivalent, which you can dial on any cellphone, whether it is locked or unlocked; it need not even have a sim-card in it. If you dial 911 without it is a real emergency, you could get in trouble, whether the phone is locked or not. I guess it depend on the nature of your "emergency", if you are (pre-)teen, and just want dad to pick you up in the middle of the night in a forest, it might be OK. If you keep doing it to save tp pay for your mobile calls, it might not be looked gently upon :-)
