In the US, you can begin training as any type of Engineer with any tye of high schooll diploma, including a GED. However to become an engineer, you must qualify for a Professional Engineer's license in your state, or have received a Bachelor's engineering degree from a specially accredited college for engineering.

You may join any branch of the military at 17 1/2 with a parent's signature and a highschool diploma/GED. However, You may not join the Marines, Navy, or Airforce without a highschool diploma or GED, but the Army offers a 4-10 week GED program you can join. Upon completion you receive a GED and are then sent to basic training.
