if the Droid 3 is originally from Verizon, then it won't work inside the United States on any carrier other than Verizon.
i got this same information from 2 companies that sell Droid 3 unlock codes.
"If you unlock one that is from Bell Mobility in Canada ,it will work on AT&T, but if you unlock the Verizon one, it will not work on AT&T as Verizon has blocked out the US and possibly all North American frequencies once it is unlocked."
