Head gas kit is a seal which seals the compression your engine make. you just remove the head and remove the gas kit and do use any metal as it will ruin your engine.Replace it with you new gas kit.
My research has shown that if you don't add bigger wheels and tires the gas mileage will stay about the same. Maybe at worst you might lose 1/2 of a mpg.

A lift kit shouldn't affect gas mileage at all. It's just when you put big aggressive tread tires on that you would lose gas mileage.
I presume you mean "propane" gas. Almost any hardware store in an area that uses propane should have a kit, if not your gas supplier will have one (and maybe for free if you buy gas from them).
