No you cannot, It is controled by the computor-- Emissions sensors. What emission sensors,where would they be located?
Fuel mixture can not be adjusted it is computer controled.You can adjust the idle by removing the cover where throttle cable attaches to the throttle body and turning adjustment screw
If it's an EFI engine you do not adjust the mixture screw. The mixture is computer controlled.

Yes and no.. How bad do you really want to change it? Most vehicles with this TBI setup are computer controlled. To change the mixture you will need to LIE to the computer. This means altering the info from sensors such as the o2 sensor. You can do nothing with the TBI unit itself to change the mixture.
If you car uses injectors, you can't adjust anything. It's completely automatic. If mixture is too lean or anything like that it means one or more sensors are not working properly and must be tested and replaced.
The throttle cable is not adjustable.
