Depends on who's asking, I get asked for proof of residency quite often (by my college, the DMV). But I live in the states on a H-4 Visa so it's necessary to get things done. If it's not an agency and just a nosy person then I don't think you're obligated to comply.

You could, but you run the risk of a discrimination lawsuit. There's no law against renting to someone who is not a citizen, and no landlord is required to check. I was born in Missouri, and have lived here all my life, but how would I prove to you that I am a citizen?
